Drafted the national energy policy for an EU-funded engagement. Undertook legislative and policy analysis and supported stakeholder consensus, coordination and implementation planning.

Electricity Act amendments & Energy Department
Drafted proposed amendments to the Belize Electricity Act and statutory provisions establishing a national Energy Department. Addressed functions, powers and inter-agency relationships within the existing legal architecture.
Multi-sector utility regulation
Held legal and regulatory leadership roles across electricity, telecommunications and water. Work included legislation, licences, tariff matters, procurement, contracts, enforcement and consumer complaints; later advised the Commission as an independent consultant.
Cybersecurity policy & cybercrime legislation
Contributed to national cybersecurity-policy work and drafted the Belize Cybercrime Act, following comparative legal review and cross-government stakeholder consultation.
Cybercrime legal & institutional framework
Developed a legal framework for police cyber-incident response and a national law-enforcement cybercrime centre. Consulted with and trained judges, prosecutors, investigators and digital-forensic analysts.
Telecommunications modernization
Led telecommunications regulation and modernization initiatives involving IPv6 transition, digital switchover, spectrum management and licensing, with regional and international coordination.
